As A Parent, What Can I Do?
When parents have a child that is a bully or is being bullied, they can't always tell. One of the ways you can tell though, is if their child is always aggressive and tends to snap easily. That could be a sign that their child is a bully. One way to tell if your child is being bullied is to see if they have bruises but they are embarrassed to tell them about how they got them. Its best overall to have a safe, strong relationship with your kid, so that they feel like they can tell you anything.
Another good thing to do is to have household rules about bullying. Make sure your kid knows what bullying looks like and how they can prevent it. You also want to teach your child how not to be a bully. Having household rules helps the child to understand what to do and what not to do. Its also good if they can teach others about the rules you taught them.
The main thing you want to teach your kids (even at a young age) is to let a teacher/adult know about someone being bullied, even if they are not involved. Another good thing to teach them is how to help a kid being bullied, and how to stand up for that same kid. Teaching your kids this early on, will help them tremendously in the future. The kids in our world are what shape out future and we need to always help them so they can help others.
Types Of Kids In A Bullying Situation.
There are some people/kids who (When they see a kid being bullied) will reinforce or even assist the bully. When they reinforce, they basically give the bully an audience, which gives the bully confidence. When they assist, they will either work with the bully or encourage them to be one (A bully). Both types of kids could become a bully themselves. These kinds of behavior never helps in this kind of situation such as bullying.

They tend to rater keep their distance and not get involved. It may be good that they don't help the bully. but they also are just as bad when they don't defend the kid being bullied.
